The steps at the Parliament Hill building needed some repairs
so bids are taken from contractors from across the country.
First a contractor from Toronto looks it over. After a session
of measuring and figuring he presents his bid. I can do it for
$19,000, he says. I'd need $9,000 for materials, $9,000 for
my crew, and $1,000 profit for me.
Next, a redneck from Calgary does his measuring and calculating
then says, I'll do it for $17,000. $8,000 for materials,
$8,000 for my crew, and $1,000 profit for me.
Last a Liberal-friendly advertising firm from Montreal steps up.
Without even looking at the job site he says, I'll do it for
$57,000. Surprised at how high it is, the man taking the bids
asks him to explain it. It's simple, he says, $20,000 for me,
$20,000 for you and the Liberal party, and we hire the guy from Calgary. |

What a load dude. Contracts are my specialty...and nope this does not go in accordance to the CCDC.
When Tenders are submitted, they are submitted at the same time. No other contractor can know what the others price is. The runners all wait in the hallway until they are allowed to come in and hand in their envelope. Only a 1 minute window to walk through the door, hand it over, time stamp it and get a confirmation of receipt. Not even the Architect firm or Engineer taking the bid for the City knows what's in those envelopes.

Well firstly mind the language...there's no need for it.
Secondly, I've dealt with every contruction/contractor out there. If your in the business, then I've probably dealt with you. Unless your just a Project Manager or Site Manager, then most likely we've never talked.
Either way, I've prepared the spec books for the engineers, submitted CAD drawings, Created the Bid forms/Contracts for both Union and Non Union Tenders, I've prepared the tender submission and I've been the one "time stamping and receiving the Tenders" as well as turning down late submissions and opening those accepted.
FYI (and you should know this if your in this business)....The Bid forms are very specific and detailed. They cannot be altered after the submission. Read my detailed post again.
However, the party deciding who gets awarded the contract is another matter. They can ignore all other submissions, including lowest bidder and it says so on the Tender submission form. So yes...there can be an opportunity for favouritism that way...but not the way Jayx1 has described it.
I'm surprised at you Skyhigh, if you know this business you should have correct Jayx1? I'll assume your letting your emotions interfere with what you know. Take it easy man. It's just politics. No matter who's in power....the same awarding method is still practiced.
So basically The Tories would do the same thing and as I have seen, they have done the same thing in the past. |

Twas a dumb joke at that. Don't go confusing the masses about the process. And we all know the Tories have an equally creative way to steal the money too :p
Look I know deep down your probably a nice guy, but this Liberal bashing on every level is soo not kewl :rolleyes:
I can understand your point of view on the sponsorship...but not everything the liberals have done is any different than what the Tories did when they were in power. |
