when i run synth line in jack on card i can hear it playing in wavelab but it wont record.

if your running windows.. click on your windows mixer down in the lower right corner

find mic-in and uncheck the mute tick box... your mic input is muted.. it means it will record whats going through it, but you cant hear it real time... your synth input if you take a look will already have this box unchecked which is why you can hear it.

if you want to use your line in input to record in wavelab, you will need to change your input in wavelab to reflect line in insted of mic-in

by the way, if you cant see mic-in as one of the faders when you open the windows volume control mixer, you will need to click on options - > then Propeties and check it out of the list of things in the window for it to show up..
