Filters that give the impression of distortion/low bitrate

i've heard this in quite a few tunes in the last couple of years or so. i'm guessing it's some kind of filter effect. it generally seems to be used on percs or breaks but i would really like to know how it's done so i can screw up these vocals on this new remix i'm doing.

this sample is taken from the intro section of the original mix of peaktwins - hypnowaves, and it's the kinda filter i'm on the percs that im interested in

any help would be appreciated,

It's actually degrading the quality; as in a very low kbs.

MDA Degrade is a free Vst 'swhat I'd use. The automation part probably comes from sliding the knob that controls how much the vst is to affect the sound.
