Who steals a wheel?

So I walked outside of my appartment today to take a ride on my bike when I see that someone has stolen the back wheel off my bike.
It wasn't a quick release wheel, and the rest of the bike was locked up, which means that they would have needed tools to sit there and unhook it.
Who does that? |
