Press CTRL+ALT+DEL to open up your Task Manager. Go to the Applications tab to see what programs are running. If you see that program in the list, select it and click on [End task]. This will (or should) end that program if it is currently running. If the End task dialog pops up, end the program.
Open up Windows Explorer or My Computer, whatever your preference is, and navigate to the C:\Windows\System32 folder. Highlight, but DO NOT double-click, the unwanted file and press [SHIFT]+[DELETE] on your keyboard to delete this file. If you just [DELETE] it, then empty your Recycle Bin.

[Make sure in your Folders Option in the View tab that you select "Show hidden files and folders" and that you uncheck "Hide file extensions for known file types".]

Click on the Start button to open up the start menu and select "Run...". Type in "msconfig" and press [ENTER]. Go to the Startup tab to see what programs load up when Windows starts. If you see that program in the list, uncheck it and click on the [OK] button. Restart the computer when it asks.
This should work with many, but not all, of the crap that gets into your computer.

\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce
\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnceEx
\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run...etc.
and also:
\HKEY_LOCAL_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
\HKEY_LOCAL_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\RunOnce
\HKEY_LOCAL_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run...etc.
Here you can see what loads up when Windows starts. If you don't know what you're doing, then don't change anything. If you do, delete the unwanted keys, AT YOUR OWN RISK of course.
(The "Run-" contains the applications that are unchecked in MSCONFIG.)
