Is it legal for ISP's to block ports or packets?

I've recently started to have problems downloading stuff from P2P networks. A week ago i downloaded at normally 70% plus my total bandwitdh, now it's only 25% max.
This could be a downtime or something from my ISP you would say, but downloading from sites manages to achieve my conctracted bandwith.
The legality of these downloads is not the question and it isn't the responsability of my ISP to question this legality.
I've tried to change ports and use different protocols, and all are affected.
What does the law say about this? I have yet to read my contract, but they are messing with my contracted bandwith.
What are your opinions guys? |

| if they do this, they prolly have it covered in the contract .. saying something like guaranteed bandwidth is only for transfers on 80 or something.....or they can have it different words...but I believe the best to do in this case is go to find a better ISP ;) |
