cpu usage limiter proggie?

is there a proggie to limit cpu usage for certain programs that are running? my comp. is totally bogged down, memory is highly used and cpu is too high too. im on an athlon 2000+ [1.67ghz], 512mb ram. i googled but didnt find anything that looked good...

| Don't know about any special programs, but you can change the priority of your processes in Task Manager... |
