Its actually also part of the liquor license act that any place with a liquor license is supposed to have food available to customers....yet a lot of the clubs have gotten around it somewhere...I remember when I was in my Law class (for food & Beverage specifically) my teacher was surprised when I told her how most of the clubs dont have any visible sign of food whatsoever...maybe theres some loophole around it, I dunno, but it is supposed to be there...

My understanding is that there are two types of liquor licenses availible.... on for hotels and one for taverns. Hotels are required to sell food while taverns are not. Hotel licenses are less expensive then tavern licenses so many clubs/bars get licensed as a hotel and offer some type of food in order to save money on the licensing.
