Ok So lets say I hear a song I like on the radio. I get this track and it is perfect audio quality. Using cubase or ableton or one of those programs is that enough to isolate the parts of the song i want to use/disgard and make a good remix?
Do I need acapella tracks if i want to use vocals?
I dont even know where to begin!

If you want the vocals, you'll need the accapella, good luck! you wont be able to rip them from the track.

If you want to use different parts in the track a simple wav editor will allow you to cut or copy the parts you want, create loops, samples etc

As for cubase or ableton being able to so this, I have no clue :) my guess is they'll both get the job done.

To do this you need to usually get a CD single with a accapella track. Not all CD singles have this, so your picks are limited. Also you can watch acid planet and grab the remix kits there, but assembling the main vocals.

Now for the music. Really, with any wave editor and good cutting skills you can cut out the parts you want to loop in the order you want, and add other stuff into the track to give it your own touch. This is not too hard to do at all, and again if youget remix kits from Acid Planet or other remix contest sites you will get all you need to do it, provided you have a program where you can mix audio tracks.

This is really those accapellas or lyric files, which are not given for that really songs really.

I am pretty sure Cubase SE can be used to mix stuff, and obviously anything better. I am cheap and got SE to learn the interface and stuff though before I dished out big money on the real ones.

I beleive on Acid Planet's site too you can get a cheapo free acid version to remix with, but it is really lame.
