What bpm would an uplifting trance track normaly be produced at?

Whatever you want. Why should there be a rule? Most of it gravitates around 137-140 but there's nothing stopping you from going higher or lower.

You can even do tunes that seem really fast at 120bpm so everything is possible really

while this is certainly true (and something to always remember when creating music), for a dj to mix tracks in and out they must be relatively close in bpm to allow for beatmatching without sounding weird. a 115 bpm track pushed up to 145 bpm won't sound anything like what the artist intended.

there are no rules in music, but because of the way most dance music is brought to listeners, via the dj, having a predetermined tempo is a quirky part of production.
