Well, it would be wet if you were looking to clean, dry (even moderately) if you were looking to dry, so as to soak up a wet mess. I think this individual was backwards in their thinking.
And I can't say that anytime I've made a girl cum with her jeans on, and that's only been few times, that there was a resulting plethora of soapy cleaning agents.

well i think the plethora of soapy cleaning agents is just a metaphor for... you know. actually i think the line is to be used before any sexual contact, like when you can tell someone is turned on, you might say "damn girl, you could mop the floor with those jeans"... but really i hope no one ever says this to me because after all this logical thinking and conversation about mops and floors, the metaphor has really lost its pizzaz.
