This is the term used to describe the detention by the US and transfer to another country (eg egypt) for the purpose of torture.
Just recently (last week I believe) a US judge ruled in the case of Maher Arar that the judicial system is not have the power to prevent the US govt using this tactic on the grounds of national security, thereby giving a green light to the govt to continue this practice unimpeeded.
This can not be a good thing for US citizens, or visitors.
