You could easily open another bank account in the US and it would avoid you having to pay for currency conversion fees ( US$ to pounds ) on a daily basis which would get very very old very quickly.

When you leave the country the country close out your account and get the remaining money in a check which you can cash at your bank back in the Us.

He doesn't have to open an account, here. I didn't.

Don't all banks have ATM cards now? I think so. You can use that ATM card anywhere in the world that accepts that kind of ATM card. Just go to your bank online and see where the ATMS are accepted. I used mine at home, here, in Hawaii, in Aussieland, in uk, and in de.

And I don't get charged conversion fees. I don't think most banks charge conversion fees, do they?

Seems to me the only reason to close an account is if you don't intend to return.

Some people get charged conversion fees, others don't ( I know I do ).
I do believe this also has to do with the type of card you have ( I don't have a fancy card with special features so I pay for a lot of little things ).

It's just if he is staying long term it will make life easier. In some instances you'll have to consider getting a check book so you would need a local account ( as most shops won't accept a check with foreign currency :p ).

And yes only reason to close is if he is leaving for good and not coming back at all.
