how to type letters with accents?

I read a site that said if i set my windows language to American english i could do letters with accents by typing an apostrophe followed by the required letter. however, i tried this and it has not worked.
i know i could do it with alt+number codes, but that's a bit awkward.
does anyone know how to get this to work? |

Well the only method I know for accents is
START > RUN > charmap
A little chart with character accents should pop up and you go from there. |
