yea, it's a good question, but i've heard a couple answers about it
first, you never really see it coming, since they move so fast and they're disguised as normal waves up until they hit the shore, it's really difficult to determine if it's something serious or not.
second, there was some extreme video on tv that i saw once where the same kind of thing happened. apparently it's a ritual for a certain part of asia to celebrate the ocean god or whatever, and so that's why they're all gathered.
ionno, their reaction does seem a little slow though |

You often can see it coming... if you know the signs...
at least %50 of tsunamis arrive trough-first, which means that the ocean level drops extremely far and fast. What follows is the wave peak coming in, which causes all of the devastation. There can be up to several minutes between these two events, giving those who recognize the signs a fair amount of time to flee... |
