ISP Slowing connection?

I remember a friend had his internet connection slowed down by his ISP for ilegally downloading movies and such.
Can this happen? If so, how can I get the speed back! |

I once thought that my speed was being throttled too but I just reset my modem and router and it worked fine again. :)
(yes that button... although I use a pencil, not a toothpick) |

| there's a torrent on torrentbox with a guide and about 20 progs to uncap your modem. i've had it for a while but never bothered with it. too busy having sex |
