The quoted text in the original post is from the Child Safety and Protection Act. It passed in the senate last week and the House of Representatives yesterday/the day before.
As 'President' Bush has only vetoed 1 bill in his entire reign, it will most definitely become law within a week or so.
All of the objections posted above, whether in jest or not, are pretty accurate observations of the bill's general absurdity. The bill has no real definitions for what is offensive, intentional, malicious, etc etc. There's no definitions at all really.
There's so many problems with it I don't know where to begin.
1 - obvious ploy to appeal for "the children"
A - you name me a congressman who won't vote for a bill named "Child safety and protection act" and I'll name you a defeated incumbant
2 - the riders attached to this bill (which will obviously pass) are probably nothing but pork barrel lines to make politicians look better and pump funding into their constituencies. See 1A.
3 - more limits to freedom of speech and expression; increased restrictive powers of the gov't; more Puritan legislation with dark ages sexual mentality.
list goes on
nrjizer is right though, good luck enforcing it.
I would imagine its going to become a lot like speed limits. 90% of drivers ignore speed limits 90% of the time (numbers pulled from my ass). Most of the time you get away with it...however, AT ANY GIVEN TIME you can get pulled over and fined, at best - at worst you get detained, searched, arrested, confiscated and sold, and convicted.
The point isn't to catch all the criminals, its to simply turn everyone into a criminal so that at any given time the gov't can do something about it, and cite The Children as a reason.

What is this 10 and 20 years stuff?
After Googling it, I found pretty much the same thing, except...
(a) Whoever knowingly uses a misleading domain name on the Internet with the intent to deceive a person into viewing material constituting obscenity shall be fined under this title or imprisoned not more than 2 years, or both.
(b) Whoever knowingly uses a misleading domain name on the Internet with the intent to deceive a minor into viewing material that is harmful to minors on the Internet shall be fined under this title or imprisoned not more than 4 years, or both.
