Ever see a TV through a portable fan? Changing the speed sometimes makes the blades appear to slow down, and sometimes change direction. The TV acts like the strobe in the above device, and the moving fan blades act like the drops of water. |

or like a camera filming a television or computer monitor when the refresh rate isnt fast enough, when the frame rate of the camera cant keep up with the refresh rate of the television/monitor. |
