I wrote seedsdirect.to (a well known seed supplier) an email explaining that i was in the U.S and wanted to make a purchase, but i was skeptical that I was gonna get caught (being that it IS illegal in the U.S.). I had asked them the best method of payment and if they sent the seeds in discrete packaging. This is the response that I got back:

1) We accept cash in registered post, Internation money orders (
preferred to cash ( not USPS ones )), or you can use secure credit cards
online.
2) Yes, we are very successful in delivering.

So take that for whats it worth. Even after being reassured by a seed company, I have yet to make a purchase. My thing is that they will tell anyone that it IS safe just to make money even if it isnt. But then again i've read reviews for different seed companies that put the seeds in a CD case bind or something similar.
Def. PM me if it ever works for u. I'm very interested myself......
