I've been in this situation twice, both times I had to say no. You really need to judge how valuable the friendship is to you. If it is of value then you need to ask your friend; if he says no then don't touch her, if he says yes then you need to determine whether he actually meant that or just said yes as to not be a dick. Personally, I wouldn't chance losing the friendship unless you honestly think there is something more then sex involved with the girl in question. I mean if she's the love of your life then maybe it's worth risking the friendship, otherwise probably not. Sex is good but I'd rather maintain a good friendship then get some one off .

Hell no I never would, and not just because it's bad form...it'd be pretty hurtin' if I couldn't find a guy outside of my social circle. To go after my best friend's ex is just plain lazy.
