| most credit cards have fraud protection on them. my paypal is tied to my bank account (one that i keep pretty much empty unless i plan on buying somethign with paypal. then the beauty part is the credit card i opened the paypal acount with has since been canceled. |

Well, I know that when I had my CC stolen, I wasn't held responsible for any charges that the theives racked up. My card was credited immediately and the people who lost out in that case were the retailers who accepted my card and did not use the proper underwriting techniques.
Did they just run up a bunch of charges with your Paypal account? |

they havent touched my paypal account, they just hard my card details and bought a load of stuff, havent been told what it was, because its my mum whose contacted the bank and things seeing as im in the middle of know where in czech without a phone :p |

There is a flaw in the logic here which I suspect is caused by 2 events occuring in proximity resulting in you believing they are related.
Your story implies that:
Someone broke into your paypal and emptied your account and sent you a scam e-mail at the same time from paypal. BUT if they got into your bank account already why notify you that they were messing around with it by sending you the e-mail?
More likely scenario:

The the people who got into your bank account sent you the e-mail in order to throw blame at paypal. Possible, but as chojin observes its a pretty generic piece of spam.

Where did your money go exactly? It can't just dissapear, it had to have been transfered to another account. Your paypal account should have a record of all transactions... if its not there then the fraud didn't occur on their premises. If not there, then your CC should have a record of where the purchase was. |
