I've found a 3d stroke plugin for after effects. It's by Trapcode if anyone is looking for it. I drew 90 degree angles on a top down view, use the repeat feature to repeat the stroke 90 degrees apart so it looks mirrored. Drew a couple and blended them together. Add a strobe plugin and operate on alpha. Make sure you begin (or move) the first vector of the stroke to the middle of your movie (horizontal middle). That way each time your stroke passes through the middle, all the other repeated strokes will cross it simultaneously. You can try drawing curved strokes to give it a more wavy effect if desired.
