If "the world" was everybody except you and the point of view was the perspective of the world, then yes.
But you are just the same person as you are right now, it's just the others' point of view that makes you the most beautiful or most intelligent individual.

I believe that being regarded as intelligent and really being intelligent is one and the same !
if everybody regards you as the most intelligent person, but you think you are still the same guy, then the world has dumbed down all of a suddden !! In that case, you are the most intelligent person. |

well, it's not the same...
...but I'm too lazy too explain this now since I'm German and english is not my first language and I'm tired because it's 2.30 a.m and I'm going to sleep now. |
