No, its not house. Its what's been commonly known as electro house... and there've been numerous arguments here saying, "a stabbing synth does not electro make"... and they're right. So till somebody comes up with a more globally acceptable name for this genre of music... It'll be called Electro house.
@Googooly, In the meantime you may wanna look at Tune Brothers feat. Anthony Locks - I like it (Ian carey's Ghetto fabulous mix) as well as Sharooz - Hell yeah! (original mix).
