Cellphone reception representation is based on the decibel reception level of the phone.
The bar levels are arbitrarily set based on the decibel reception value. Each individual manufacturer sets the bars as they wish as there is no industry standard on the matter.

Some phones may allow you to access some system menu that would give you the decibel value of the signal in question but it is not a customary practice at least not with recent phones ( the old school Motorola phones were great for hacking and messing around purposes ).
