Carney grew up near Cedar Rapids, Iowa, and lives in Dimock, Pa. He received a bachelor's degree from Cornell College in Iowa in 1981 and received a doctorate from the University of Nebraska in 1992.
Carney and his family moved to northeastern Pennsylvania that same year after he was offered a teaching job at Penn State University, where he is an associate professor of political science.
Carney enlisted in the Navy Reserve in 1995, rising to the rank of lieutenant commander. He has served multiple tours overseas. After Sept. 11, Carney also served as a civilian adviser to the Defense Department on intelligence and terrorism issues. |
