What makes a song progressive?

Me and a friend of mine are having a bit of a disagreement on what makes a song progressive. I feel that progressive songs tend to have minimalistic synths but my friend feels a progressive song is one that progresses sloowly. I've always had a hard time identifying a progressive tune.. How do you guys define a progressive tune?
Is this tune a progressive tune?

to me, it's house that sounds a bit like Trance, or Progressive Trance is Trance that is slower like house. ANd in most arguments people say there is no real progressive, that it was a broud term used like Alternative rock.
When you go to a store and they have a Progressive section, it's mostly Deep Dark House with some synth tones and builds to eithe nothing or a large bang. |

| hmm.. I dont know how to describe house either but I never did like it. House to me sounds like a mix between hip hop and trance.. or maybe that's just me.. I can't really stand house. |

| It's not the definition, but it comes down to Trance that's affected by House. |
