i think i know what you're going after...
you want that brookly flow with the instra-sounds in the back
as said, check:
kanye west, common, talib kweli, dead presidents, pharrell
basically just watch Dave Chapelle's Block Party and you'll have all the music you're looking for...
relax...pump the brakes
you're speeding money

well first i'd say stop listening to bad hip-hop and listen to good hip-hop
after that i'd recommend foreign exchange
ninja edit: he's not amazing, but lupe fiasco's got the same sound as the stuff you're looking for

ever since Jay-Z got whipped on Beyonce' (SO sick of her by the way), his style has completely changed...it pisses me off. don't get me wrong, he's still talented, but he's far from the badass he used to be...
it was down hill after the black album imo
Slylee
there's a song he's featured in on the kanye west album...forget what it's called but it's a sick track.
Silky Johnson
Anyone remember Wreckx n Effect? Used the same sample (sax line) for Rump Shaker that this track uses.

Heh, we did a cheerleading routine to it in grade 7.
P.S. I have a feeling the Kanye track you're thinking of is Touch The Sky, with Lupe Fiasco. Samples one of my all time favorite songs by Curtis Mayfield...Move On Up. I almost shat the first time I heard it on Kanye's cd. :)
