Basically you want USA to pay for protection of your country from asteroids that can potentially wipe you off the map. Nice.
It is not that they have the most funds. Rather, they have the technology to do it. |

| Seeing as person B doesn't have the ability to use their $999,000, but person A does, it makes sense to pay the bill, especially as it's for the benefit of himself as well as person B. Also in reality person A has a lot more than $1000 dollars more. |

Yes, person B does. He can pay person A for part of his expenses, since, as you said, it's benefiting both of them.
...and in reality, person B has way more money than person A, since person B is every other country in the world, and person A is the US. |
