Honestly, there is nothing "insane" about holding prisoners on the same base as nuclear weapons.
It is more insane to have someone who refuses to listen to reason having access to the launch codes than worrying about a bad guy being able to get out of a building designed to keep people in, and into one designed to keep people out without the hundreds of military personnel within 500yds knowing about it.
As far as the level of "concern" regarding any nuclear material getting into the hands of terrorists, the former Soviet facilities and the materials that were poorly accounted for during the cold war is much scarier. The most concerning is extremists overthrowing the Pakistani regime and having access to 50-200 nuclear weapons and the delivery systems that come with it.
