the ban is for comcast users, every ISP has an ip range assigned to it, (in comcast's case by their size I assume they have several range divided by regions) they blocked Nou's range therefore no one using comcast in that area can access it

Here's some advice I read on the subject:
"My best advice is to ignore no matter what he posts. If your forum has an ignore option, use it. If not, just ban and delete but under no conditions acknowlege his presence. Everyone on the board must do it. If one person responds then it will take that much longer for him to get tired.
