yes, Rosenmontag is a Holiday in Germany (christian Holiday that is)
i have no clue where the club is, but there are usually Parades on Rosenmontag |

it's not called "grave" as some people mentioned already.
It is held in the "Turbinenhalle" in Oberhausen.
