Funny you should post this, I've been thinking about the same thing as I prep for a few interviews (a lot of the info about academic interviews I've found indicates that there will be a personal question like this in the interview)
I voted freedom. Basically all of the other things are near impossible without it. |

Yep, after thinking about it I would put freedom VERY first, because if you arent able to freely spend the money, then whats the point.
