I thought she was Russian, but before typing it out decided to double check and what do you know - turns out she's Latvian :).
But to give credit where its due: the track is by "Vortex Involute", the dude under that alias is Russian and does a lot of DnB remixes of this nature. If you like the above definitely check out his other work :)
