Salt water, I would hope.
Cars that run on burning clean water could prove to be cataclysmic towards everything living that needs water to survive. Which is, basically, most everything.
edit// even salt water would be a bad idea... though we have a lot of it... for now.

So much has happened in the area of technology in the last ten years its scary... and this will continue to happen. If you would of told people 20 years ago that we could walk around with a mobile communication device and talk across the internet and store millions of pages online, they would never of believed you!
I think we will be flying around in personalised vehicles earlier than people think..
My guess is 30 years or so, And I would also imagine development is underway now with prototypes. The only thing that will delay it by 20 years or so is the strict health and safety laws!

Even people in the 1800's, which really wasn't all that long ago, probably never imagined that we would be able to fly in aircrafts the way that we do now.
Things are always progressing. We are always advancing in technology. It wouldn't shock me if in a thousand years... hell even 1-2 hundred years, there were people driving around in hover crafts, or air bourne vehicles.
I'm not saying that personal flying vehicles will never be invented, but I am saying that people like you and me will not be driving them.
You can be damn sure that they will go to ambulances, firefighters, and the police while we stay on or near ground level. It makes so much sense. There is no way in hell that they will automatically allow civilians to operate those things.
