How do you create this effect?

Hi guys, could any of you point me in the right direct on how to do this. I have a few ideas which I tried but didnt work.

Its the main synth that speeds up and slows down. Link below, thanks.

Beat repeat sounds about right. Its the main synth in that sample you get the same effect when you use CDj's and spin the wheel backwards on a loop.

I believe it's a sequencing issue...
Sounds like the rapid flow is every 1/32 while the calmer stabs are 1/16?

See if you can zoom in to your sequencer and lay them out one after the other, mess around...

Could also be a sampler with the loop size automated. That seems like the most realistic approach in my opinion.

Oh man.. This is not an special effect.. Don't be afraid to use your sequencer and try resolution 1/32 ;)

As said before, just get the Midi right, 1/32 or even 1/64 will give you that sound in the beginning.
