Nah, season 8 ep 10, The Springfield Files.
He also appeared once in season 4.
As for the characters, I've always loved the secondary characters more than the main characters. Dr. Nick, Cletus Spuckler & Brandine ("Now, Now, Hun, they're my parents too"), Lionel Hutz, Hans Moleman etc. |

there's some good characters there, but I enjoy most the randomness of Ralph & Chief Wiggumand
