The rationale Congress used in not standardizing the DST with the EU was that children need an extra hour of sunlight while Trick-or-Treating at Halloween.

Cars generally have pretty basic clocks that don't adjust for DST at all.
Cell phones should pull their time from the wireless provider. If you're talking about a digital land-line system, most of them run on off-the-shelf OSes which have all had time zone updates available for some time (okay, so not technically "Windows" updates - same concept though). |

it was just pretty bizarre - the car was exactly an hour behind compared to our wrist watches
also we just have a regular business line, not a digital one, so again, that was weird too! the time was later adjusted |

No no..It's the damn Americans. Trying to save Energy by changing the DST!
Apparently there was a report done that said it would cost approx. $500 Million - $1Billion to fix all of the issues involved with changing the DST.
