Yeah. The two things from the film which are expanded greatly in the book are Owen's quote "The world's gone to " and a brief commercial seen on the trains(?) TV. The commercial displays the names of major cities along with images of destruction.
Religious extremists set off a nuclear device in New York and a massive bio/chemical attack in Tokyo, along with international famine and disease. The entire world became a mess of riots and small family tribes (de-civilized).
"But Britian still stands!" Britain is the last remaining civilization on Earth (it seems to be a random choice by the author, no particular reason why it was the only one to survive). The government, as a means to preserve this state, martial law to keep immigrants (disease ridden refugees) out. To keep civility, the government asks people to continue daily life (waged labor)

all science aside, seeing this movie in the theatres back in 1996 was quite possibly one of the best movie experiences i've ever had. the opening scene alone, i thought i was going to have a heart attack it was pumping so hard, my hands were glued to the seats, and i was even sweating a little.
one of the biggest adrenoline rushes i've ever had.
(again, science aside, great movie).
