Not quite. Under Thrive, which was the distributing label for GU releases in the US, Oakenfold's GU: New York is cited as 002, and I believe it's still 007 every where else.

...there is no actual GU: 002

I think the tracklisting is actually the same, although there were some misprints on one or more of the editions.

The only difference (as far as I'm aware) is the cover art, and I've seen three variations of this release. There's the Thrive release you posted, and the other two are the one you just posted (which I have) and a slightly different version of that one.

Still an impressive release nonetheless.
