One mistake is to look at the number of jobs like a pile of marbles that can be taken up one by one until there are none left for anybody. The truth is that people create jobs all the time. There are few cases where every last market niche has been tapped. But in order to find new market niches, you need economic freedom, which many people in poor countries don't really have.

A "job" is just doing something that somebody wants done and is willing to pay you for.

The problem is how much capital poor nations have. It doesn't matter the size of the labor force, it's how the capital is distributed to each worker, and poor nations are lacking in capital. Read about the economic ramifications of over-population and low capital. It's one of the prime reasons poor nations have such a hard time with economic growth.
