Ok, so can anyone else actually find the NCIC missing persons list?

So far as I can tell, the NCIC is just an information database - not a law enforcement agency.

Why does it need to say things like 'multiplatinum artist' and 'acclaimed artist/producer' in an missing persons appeal? The whole thing stinks of and BT is a ing bellend.
