looks more like the rust was pre-existing under the paint and the paint flaked off.

Definately not. I am a little confused though... what ever hit it was moving in the opposite direction to which the car was facing (this is clear because the depressions at the front of the vehicle is deeper then the rear.... the initial point of impact is always the deepest). The tear mark is confusing too as there isn't much out there that would do that. The mark is too high for a bumper and too narrow for a flat bed... a broken mirror mount maybe but that shouldn't do that much damage (that said the metal was clearly in poor shape before the collision too).
