Will the CDJ 400 be able to control Serato Scratch live without having to buy the serato hardware, by just using the software?

Absolutely not. The SL1, 57SL, and MP4 are the only things that will work, as they act as a hardware "key" to unlock the software.

I believe it can act as a midi controller for other programs like Traktor. (ones that don't require the hardware key.)

The CDJ 400 lets you control Serato without any control vinyls. But that's about it.
