my bro in law just got a new Asus p5s mx se mobo.

When installed in the case and the machine turned on, the cpu fan will spin up and stop...

So basically the machine does not start up.

What could be causing this?

Managed to get the mobo "running" once or twice but the graphic card doesn't see to fire up....

could be one of a number of things....

1) RAM not seated properly
2) Issue with the BIOS
3) Graphics card not linked with PSU power connector?

Your best bet is taking out the CMOS Battery and resetting the cmos jumpers on the motherboard (read the mobo manual for info)

make sure that all the fans are connected to the motherboard correctly and that the graphics card (depending which one it is) is properly connected to the power supply. Many of the modern fast graphics cards have a power connector that needs to be plugged in to one of the connectors off of the PSU.

Hope this helps.

That sounds like a PSU problem to me. The GPU might be a power hog, so the PSU should be at least 550 watts.
