Actually it couldn't, because it doesn't necessarily logically follow that from the premise:
p1. The only difference is one of them actually went to war.
/.: Only one Bush president engaged in warfare.
You may, however, have arrived at that conclusion inductively, but there's a whole host of problems to go along with that.
This might have worked better:
p1. Only one Bush president fought in a war.
p2. Bush Sr. fought in a war.
/.: Bush Jr. never fought in a war.
The verb "went" is just too ambiguous :p |

I think thats where they intend to go, but since they are thought of as terrorists...the plot takes them elsewhere I guess. |
