But...wouldn't the tracks with the most sales be the most popular; thus more than likely receive the most votes?

I was told by someone that the artist can chose what genre he wants the song to be placed under. I don't know how true that is, but that's what I heard

The labels generally decide when they ask for it to be categorized. Many labels will label tracks things they're not in order to generate sales, however (and others just don't care).
