Well, over here our running prank is to put all sorts of vegetation we can find on top of each others' cars, but I'm not sure if that would work in a city.

we used to prank this guys car all the time.
one favorite was wrapping in all in industrial plastic wrap (under the car too), that or 6 of us running out and completely burying his car in snow during his lunch break.
another good one is to put copious amounts of hand cream under the door handles...or on his roof.

-Put post-its all over the car
-Put a bumpersticker that says "I'm gay, honk and follow me if you want a good time" on his bumper
-Make a bodykit out of cardbord boxes, like this:
