The first guy has to be joking. Too many stupid things going on at once to be for real. His picture for example, he's throwing the West-side hand gesture while wearing a NY Chain. It just doesn't make any sense.
Even if he's 'that' stupid. I doubt he's that stupid if he claims to 'know the streets'.

it would also take more effort (at least i think it would) to write like that than it would to be just generally/honestly illiterate.
