A difficult question. Certainly re-focusing the development industry would help. For too long the global finance institutions like the World Bank and the IMF, as well as NGOs like OxFam, CARE, and the World Food Programme have been focused on two things - GDP and food distribution.

Under neo-liberal development policies pushed by Reagan and Thatcher, and super-imposed on the agendas of the WB and IMF, every effort was made to increase cash flowing into developing states... the only problem was, there was no safety net to ensure that any of that money made it to state expenditures. Even though more money was on the continent than ever before, state spending didn't increase. But the purchase of Learjets did.

Likewise, distributing a million bushels of grain can stave off malnutrition and starvation in areas desperate for food, but it provides no long-term answers, and in many cases only exacerbates the problem. Donor fatigue is well-documented - the notion that after five years of donating to a cause, a lack in tangible visible results will be quickly followed in a sharp decline in funding. So while food drops may be common in, say, Sudan for five years, what happens when starvation is still a problem there? People get frustrated and stop sending food. Meanwhile any subsistence farming that DID take place ended as the local population came to rely entirely on external food sources.

So what can be done? A greater focus on civil society can hold the government accountable to the population. This of course isn't possible without some degree of liberalization - a focus on a justice system that isn't merely a tool of the executive, and transparency in state decision-making apparatuses. Recent work by some NGO's and the World Bank has shown this is possible, particularly in the case of Uganda, which has become something of a diamond in the rough of the development industry's efforts. In addition, NGO's can focus on creating sustainable development rather than relief. Relief is great in humanitarian emergency, but it isn't sustainable in the long-term, and it is imperative that capacity be expanded so that once relief programs phase out, the local population can provide for itself in absentia of the international development industry.

It's kind of late and I'm sure that's rambling all over the place, but that's just my two cents.

Term created by hardline Republicans to describe the rejection of Western hegemony by disgruntled Muslims. It's a scare-tactic which tries to equate Islamism as the next NAZI GERMANY, and we should pre-emptively target them, etc...
